Pennsylvania's state-run East Stroudsburg University has cast a net for a firm to develop a stragebic communications plan to handle PR issues and position leadership.

ESU, formerly a teaching college and one of 14 universities in the state's system, released an RFP open through March 1 for a firm to work with its office of university relations on developing proactive, crisis and media monitoring capabilities, in addition to counsel.

Marcia Welsh was named the 13th president of the 120-year-old eastern Pennsylvania university last July. Enrollment for 2011 topped 7,300.

The school expects to award a year-long contract with four option years.
