The Minnesota State Lottery is seeking a partner to provide market research services to ensure the independent state agency’s marketing messages are being well received by the public.

The Minnesota Lottery is looking for a research company that can understand and measure the diversity within the lottery market in terms of demographics, motivations, beliefs and perceptions and clearly communicate findings to key decision makers.

The Lottery especially wants a partner that possesses an expertise and understanding of best practices for the younger adult demographic and also has expertise in the assessment of new products, evaluation of marketing communications and knowledge of methods used to understand brand perception.

Ideal candidates should be “intimately familiar with the strengths and weaknesses of a wide range of quantitative and qualitative research techniques,” must be “willing to learn the unique challenges facing the lottery industry but be able to provide insights from their experience with other types of business,” and will be “eager to work as partners with an experienced lottery research team that is willing to innovate.”

Inquiring firms must submit written statements of qualification as well as provide a proposed fee for the project. Between two and four bidders will be chosen as finalists, each of whom will later be asked to respond to a series of exercises to be submitted in writing and via a webcast or conference call.

The MN Lottery’s FY16 expected budget for external market research services is $300,000.

Written Proposals are due by 2:00 p.m. on February 22.
