APCO Insight, the in-house research consultancy of APCO Worldwide, has named Bill Dalbec, managing director. Dalbec, who joined APCO Worldwide in 2006, most recently served as deputy managing director of the consultancy. During his time with the firm, he developed APCO’s annual TradeMarks study, which measures the public policy effectiveness of associations. As managing director of APCO Insight, he will lead a team which includes Katie Sprehe, senior director of reputation research; Chrystine Zacherau, senior director and head of APCO Insight’s health care portfolio; Chris Levy, director and head of APCO Insight in Europe; Lauren Compton, director of corporate communication research; and Steve Makadok, senior director and lead for APCO Insight’s work in New York.

Bentonville, AR-based 4media Group has hired Natalie Weissman as a vice president of client communications, working in New York. Weissman comes to 4media from PLUS Media, where she was VP, client services. In addition to working on cooperative and standalone satellite media tours at 4media, Weissman will assist clients with all of 4media’s product offerings, including internet and radio media tours, media outreach and tailored research needs through the performance of PR surveys. “Natalie’s knowledge and experience, especially in the New York market, will only make our presence there stronger,” said agency president and global CEO Edward Cyster.

Havas Tonic managing director and chief creative officer Phil Silvestri has been added to the board of directors of Tuesday’s Children, a nonprofit organization that provides long-term support to communities, families and individuals impacted by terrorism or the loss of a family member in the military. A supporter of Tuesday’s Children for many years, Silvestri has created several films and commercials for the organization. “We have always valued Phil’s insight and guidance on how to expand our organization and improve the services we offer,” said Tuesday’s Children executive director Terry Sears.

Her debut novel, 'The Fourteenth of September," tells the story of Private First Class Judy Talton, the recipient of an army scholarship and the daughter of a military family, who joins the antiwar movement on her college campus.
