South Carolina is reviewing its multiyear, voter education and election communications account with an RFP process through mid-January.

SC votingThe key primary state wants an advertising or PR agency to take the reins on the pact to develop communications plans targeting registered and potential future voters, promote its electronic voting system, and explain any legislative changes (photo ID, early voting) that may occur.

Columbia-based Chernoff Newman won the last review in 2006 on a pact capped at $2.6M.

The account was created from the federal Help American Vote Act of 2002, which doled out funds to states to improve elections and public education in the wake of the disputed 2000 count. South Carolina says it wants to build on its efforts to meet the requirements of HAVA “to offer a higher level of service to voters by increasing ease of use, convenience and consistency in voting every precinct across the state,” according to the RFP.
