Norfolk, Virginia’s Norfolk International Airport is seeking quotations from qualifying agencies for a three-year contract to assist in the planning, development and implementation of a broad range of advertising, marketing and PR services.

The services sought include developing a comprehensive messaging and strategy program to market the Airport in a bid to drive passenger traffic and position the Airport as the premier gateway to Hampton Roads and Northeast North Carolina; identifying appropriate communications channels, strategies and tactics (including traditional and digital media); developing marketing and communications tactics and campaigns; providing creative input and design consultation in the production of advertising for online, television, radio, print, outdoor and other media; assisting Airport staff in identifying potential marketing and advertising opportunities as well as developing performance measures for evaluating marketing and communication efforts; and providing guidance in selecting marketing and advertising services providers such as graphic production, social media, web services and audio/video production.

The Norfolk Airport Authority suggests that all proposals be “prepared simply and economically, providing a straightforward, concise description of capabilities to satisfy the requirements of the RFQ.”

All respondents are required to submit one PDF copy of their proposals (either on CD or a thumb drive) as well as one original hardcopy and four additional copies.

Questions are due by 4:00 p.m. (EST) on May 10 and should be emailed to [email protected]. Answers will be posted on the Authority’s website in the form of an addendum to the RFQ.

Bids for the subsequent RFP will be due by June 7, with the contract date to begin August 1.

Terms of the contract will run for three years, with the option to extend annually for a maximum of two additional years, at the Authority’s discretion.
