ViacomCBS, the new company being formed from the merger of CBS and Viacom, has named Julia Phelps executive vice president, chief communications and corporate marketing officer. Phelps has been executive vice president, communications, culture and marketing at Viacom since April 2017. Before that, she served as executive vice president of communications at Viacom International Media Networks and was a vice president at MTV, which is also a Viacom company. Phelps first joined Viacom in 2005 from DeVries Public Relations. She will lead the combined company’s corporate communications, corporate marketing, corporate responsibility, special events and internal creative teams.

Subject Matter has brought on Yolanda Brignoni as vice president of client services. Brignoni comes to the agency from the AARP, where she led integrated communications campaigns and crisis response for its health initiatives and campaigns. She was previously communications director at the United Nations Foundation and an account supervisor at Ogilvy Public Relations. “Yolanda deepens the experience of our client service team and brings an important skill set centered on strategic campaigns and high-profile events that are increasingly in demand by our clients,” said Subject Matter founding partner Paul Frick.

The U.S. Chamber of Commerce Foundation has named Yagmur Cosar director of communications for its Corporate Citizenship Center. She previously was a vice president at BCW Global, an account supervisor at FleishmanHillard and public relations officer at the Embassy of the Republic of Turkey, where she oversaw the Embassy’s communications with key stakeholders, including the U.S. Congress, administration, and U.S. and Turkish media. In her new post, Cosar leads all aspects of the Center’s strategic communications efforts, driving outreach to key stakeholders and media.

Crosby Marketing Communications has hired Chris Coelho as a director, digital marketing. Coelho comes to Crosby from Washington, D.C.-based agency Q, where he was digital director. He was previously a national account director at AOL and an account supervisor at Havas Media in Boston. In his new post, Coelho is tasked with driving digital marketing innovation and strategy for such clients as the Social Security Administration, U.S. Department of Health and Human Services and ENERGY STAR. Crosby has also hired Freddy Trejo as a senior digital designer, primarily working on Crosby’s contract with the U.S. Department of Health and Human Services’ Office of the Assistant Secretary for Public Affairs.
