Signal Group hires Matt Lockwood as EVP. Lockwood previously served as a managing director at Clyde Group, strategic communications lead for Google Search and a speechwriter for former NYC mayor Mike Bloomberg. He also founded and served as CEO of LGND, a digital storytelling agency. Signal has also brought on Marcus Frias, former director of communications for Rep. Maxine Waters (D-CA), as a senior manager and Vincent Sheu, who served as digital director in the office of Sen. Sherrod Brown (D-OH), as senior manager of digital content. "Their dedication to finding innovative communications and digital solutions reflects Signal's commitment to advancing our clients' interests in an ever-evolving public affairs environment," said Chelsea Koski, chair of Signal's communications practice.

Ogilvy names Devika Bulchandani global chief executive officer. Bulchandani most recently served as global president and CEO of Ogilvy North America. Before joining Ogilvy in 2021, she spent 26 years at McCann in various leadership roles, including president of McCann North America. In her new role, Bulchandani will be responsible for all aspects of the creative network's business across 131 offices in 93 countries and spanning its advertising, public relations, experience, consulting and health units. She takes the helm from Andy Main who is stepping down as global CEO and will serve as a senior advisor until the end of the year. "Devika is a champion of creativity who brings passion, purpose, and an uncompromising focus on generating impact to everything she does. In partnership with Andy and Liz Taylor, she has been instrumental in Ogilvy's recent growth and development," said Mark Read, chief executive officer of WPP, which owns Ogilvy.

NATIONAL Public Relations brings Paul Wilson back to the firm as SVP, organizations and stakeholders and hires Denis Coupal as VP, health and life sciences. Wilson was NATIONAL's vice president, marketing from 1988 to 2000 and led the firm's corporate communications group from 2010 to 2018. He has also served as VP, public affairs and communications of Labatt Breweries; vice president, communications, marketing and strategic planning of GPF 1 Inc. FORMULA ONE/NASCAR and was most recently senior vice president, public affairs and communications of the CH Group (Montreal Canadiens, Laval Rocket, Evenko, Spectra Group). Coupal was most recently CAE Healthcare's head of sales for Eastern Canada, focusing on the patient simulation market. Prior to that, he was director of business development at BDO Canada LLP and industrial commissioner at the PME MTL—West Island economic development agency.

Cart.com, an end-to-end e-commerce-as-a-service company, names Rachel Truair as chief marketing officer. Truair joins the company from software developer Confluent, where she also held the CMO post. She was previously director of global enterprise campaigns at Adobe and senior marketing manager at Oracle. In her new position, Truair will work with the sales, business development, value realization and partnership teams, with responsibility for all aspects of marketing, including brand awareness, product marketing, corporate marketing and demand generation. "Rachel is a strong and capable leader and her experience in marketing makes her a valuable addition to the Cart.com team," said Cart.com president, go-to-market Gary Specter.
