The National Association of Letter Carriers, the labor union that represents city delivery letter carriers employed by the United States Postal Service, has hired Washington, D.C. lobbying firm The Keelen Group for help with federal postal legislation.

National Association of Letter CarriersThe NALC, which was founded in 1889, has hired The Keelen Group to push its support of H.Res. 28, which maintains the continuation of door delivery of mail for all business and residential USPS customers.

Under pressure to make cuts to door delivery service, recent changes in postal regulations now allow converting door delivery service to cluster boxes in some locations. The House Oversight and Government Reform Committee has recently introduced a series of postal reform bills — the Postal Reform Act of 2016 (H.R. 5714) and the Postal Service Financial Improvement Act (H.R. 5707) — in a bid to cut USPS-related costs.

H.Res. 28 was introduced in the House on January 2015 by Rep. Susan Davis (D-CA) and has since received nearly 200 co-sponsors.

The NALC account will be managed by Frank McCarthy, who was previously Aide to former Republican Rep. Sue Kelly (R-NY).

The Keelen Group was founded by Matt Keelen, a Republican operative who has worked on Congressional campaigns for Paul Ryan and South Carolina’s Jim DeMint.
