McCullough said in a statement that Joseph is the "perfect candidate" to help Citizen meet its "massive international growth opportunities," while preserving its "open, innovative and supportive culture."
Citizen is gearing up an expansion and diversification push, which includes an aggressive M&A strategy, according to McCullough.
Joseph, who did a five-year stint at C&W, also served as president at both Lippe Taylor Brand Communications and Publicis Groupe.
He will report to Brett Marchand, chairman at Vision7 International, which is owned by China's BlueFocus Communication Group.
