fresnoFirst 5 Fresno, the Fresno County arm of California's ambitious 16-year-old program to direct tobacco tax revenues to support childhood development, is searching for an outside firm to update its communications plan.

First 5 Fresno staff and outside consultants developed its last communications plan in June 2009, a document intended to hold until 2013. The commission created a strategic plan for 2013-2020 and wants its PR plan updated to reflect that document.

The work is broken down into two phases. First analyzing the existing communications plan and new strategic plan, as well as challenges outlined by staff. A second phase will involve meetings with commissioners to produce and revise a new communications plan.

The First 5 program was created after a 1998 voter referendum to fund early education, health and safety programs and campaigns aimed to support children five years old and younger. It also established 58 county commissions to administer the program.
