The state has made inroads among adult smokers, but minority youth rates have bucked the downward trend.

Arkansas' Dept. of Health Tobacco Prevention and Cessation Program, funded in large part by the Master Settlement Agreeemnt, released an RFP for a $450,000, two-year contract to guide a communications campaign targeting minority youth.
