Colin Dowling, who was managing director at Citigroup for state/local government affairs and chief federal lobbyist at Travelers Corp., has moved to Liberty Mutual as VP-federal affairs and head of its Washington office.

Paul Mattera, chief PA officer at the Boston-based insurer, said Dowling’s broad experience across the banking and insurance makes him the ideal person for the post.

Dowling is to tackle issues such as tax reform, trade/global regulatory issues and terrorism risk insurance.

Liberty Mutual has assets of $120B and employs more than 50K people.
