Clackamas County, OR is looking for a firm skilled in strategic marketing, social marketing and mirco-targeting to handle its Drive to Zero program to reduce serious and fatal crashes due to common driver behaviors.

DTZ embraces a “holistic safe systems approach to culture and behavior change, enforcement and education,” according to the RFP.

Clackamas, which has a population of more than 410K people, has noticed an uptick in speeding and reckless driving that it attributes to stay-at-home mandates due to the COVID-19 pandemic.

Though traffic volume has declined 20 percent since the outbreak of the pandemic, drivers are taking more risks in the belief that enforcement is more relaxed due to COVID-19.

The selected firm will develop a campaign that targets COVID-19-related speeding and reckless driving. That messaging may be tied to other COVID-19 campaigns about wearing masks and mental health issues.

The RFP notes that the County has little experience in behavioral change marketing. It warns that Clackamas is an area that includes rural communities and places focused on outdoor recreation and farmland. Some of those residents "may be reluctant to engage in our marketing efforts.”
