Milwaukee's BVK and Cooney Watson & Assn. handled the last year's debut enrollment of the Obamacare insurance program. The second enrollment begins Nov. 15 and runs through Feb. 15.

Garrity, which will receive input from Burson-Marsteller's US healthcare practice and Poston & Assocs., will focus on strategy, program management, media relations, social media, PA, and events, while partners K2MD Health will do branding, promotional materials, and paid media; BlueSpire Marketing will concentrate on branding/insights, and Research + Polling will benchmark ad effectivness.

Eighteen firms—BVK was not among them—bid for the business.
