New York State Division of Human Rights

The New York State Division of Human Rights is soliciting proposals from agencies providing marketing, advertising and public relations services.

A unit of NY’s Executive Department, the New York State Division of Human Rights is dedicated to combating hate, bias and discrimination and promoting equal opportunity by investigating, prosecuting and adjudicating discrimination complaints.

The agency, under Governor Kathy Hochul’s leadership, recently launched a new Hate and Bias Prevention Unit that will take a community-driven approach to prevent and respond to hate and bias incidents throughout the Empire State.

As part of the launch, DHR is looking for an agency that can help develop and implement a culturally focused statewide campaign that increases awareness of the unit as well as to promote inclusion, tolerance and understanding of the diversity of people of New York.

Scope of the work includes: building and developing strategy and creative content for the statewide campaign; developing an earned media plan; building and expanding a digital campaign using paid and unpaid social media ads; building content on the HBPU website as well as a campaign microsite; designing and producing a range of marketing products; and creating, designing and installing a minimum of 10 art and cultural interventions to promote HBPU’s message.

Terms of the contract call for a one-year commitment with the option to renew for an additional year at DHR’s discretion.

All bidding agencies should include separate technical, cost, and administrative proposals (with an additional copy on a USB drive) in an envelope bearing the proposer’s name and address, the solicitation number (2818), the proposal due date and time: (2 p.m. on Dec. 21) and the words “Proposal for Marketing, Advertising, and Public Relations Services for the Diversity, Equity, Inclusion and Tolerance Public Awareness Campaign.”
