The city of Lowell, Massachusetts is seeking proposals from agencies that can lead a rebranding and marketing effort for the city.

The Middlesex County city, located 27 miles northwest of Boston, is the fifth most populous city in the Bay State (and the third most populous within the Boston metropolitan statistical area). It counts a population of about 116,000.

Lowell is looking for a strategic, creative firm that can create a plan for the city and its partners to implement and market a new brand that helps recruit and retain investors, businesses, retailers, visitors, students, talent, faculty and residents across a diverse and inclusive variety of market segments.

Scope of the work includes developing a rebrand for Lowell; implementation, management and ongoing promotion of the new community brand through a multi-channel, integrated destination and economic development marketing and advertising campaign; and research.

The project timeline is estimated to run from eight to 12 months, beginning in April 2024 with a one-year option to renew.
