CalOptima Health, which is the largest health insurer in Orange County, plans to hire one or more firms for strategic communications services to handle messaging, branding and stakeholder engagement work.

The insurer wants proactive media relations outreach that earns coverage of its activities, achievements and initiatives. 

That effort includes making media pitches, facilitating interviews and drafting press releases, articles, quotes, op-eds and blog posts.

CalOptima’s partner(s) will continuously monitor and maintain the client’s brand integrity across all communications platforms to ensure consistency in messaging, tone and visual identity.

Crisis communications is another priority. CalOptima desires an emergency response plan that outlines protocols and procedures for responding to different types of emergency and critical incidents that it may encounter.

The firm(s) must “provide 24/7 availability for immediate response to crisis situations, including drafting press statements, coordinating media inquiries and managing social media communications,” according to the RFP.

The selected shop(s) will monitor emerging issues relevant to CalOptima, locally, statewide and nationwide and proactively address them to mitigate reputational risks.

Proposals for the two-year contract are due April 11 at the BidSync electronic portal.
